Champaign County Multi-Jurisdictional Hazard Mitigation Plan, adopted August 2009

The Illinois Emergency Management Agency awarded Champaign County a Federal Emergency Management Agency (FEMA) Pre-Disaster Mitigation Planning Grant in December 2007 for the development of a local hazard mitigation plan. Funds in the amount of $41,165.95 were awarded to the County, for 75% of the cost of plan preparation. The County provided 25% matching funds to support the development of a local hazard mitigation plan by the Champaign County Regional Planning Commission (CCRPC).

The development of Champaign County Multi-Jurisdictional Hazard Mitigation Plan (HMP) was guided by a Planning Team consisting of selected community representatives. A broad-based HMP Advisory Group supported the Planning Team in their review of the draft HMP.

The HMP development process, based on FEMA criteria, included four stages: organization; risk assessment; identification of mitigation and implementation activities; and,  plan adoption, with public participation encouraged throughout.

The Champaign County HMP is a multi-jurisdictional plan. All municipal jurisdictions and the University of Illinois at Urbana-Champaign, and Parkland College participated with the County in the development of the HMP.
