Champaign County Multi-Jurisdictional Hazard Mitigation Plan
The Illinois Emergency Management Agency awarded Champaign County a Federal Emergency Management Agency (FEMA) Pre-Disaster Mitigation Planning Grant in December 2007 for the development of a local hazard mitigation plan that meets FEMA requirements. Funds in the amount of $41,165.95 were awarded to the County, for 75% of the cost of plan preparation. The County is providing 25% matching funds to support the development of a local hazard mitigation plan by the Champaign County Regional Planning Commission (RPC).
The development of Champaign County Multi-Jurisdictional Hazard Mitigation Plan (HMP) is being guided by a Planning Team consisting of selected community representatives. A broad-based HMP Advisory Group will support the Planning Team in their review of the draft HMP. RPC planning staff is managing the planning project, providing coordination, facilitating public involvement, and providing administrative services, research, document preparation, and mapping. The local mitigation plan will be required to meet FEMA planning requirements and will cover the County and participating jurisdictions. The estimated timeline for HMP preparation is approximately 24 months.
The HMP development process, based on FEMA criteria, includes four major stages: organization; risk assessment; identification of mitigation and implementation activities; and, plan adoption, with public participation encouraged throughout.
The Champaign County HMP is a multi-jurisdictional plan. All municipal jurisdictions and the University of Illinois at Urbana-Champaign, and Parkland College were invited to participate with the County in the development of the HMP. All invited jurisdictions have agreed to participate in development of the HMP.
