Community Development Community Development staff develop and administer a variety of programs with a goal to improve the quality of life for low and moderate-income persons throughout East Central Illinois. Budget cuts at the federal level have negatively impacted the overall number of programs available locally and have made the grant application process extremely competitive. Resulting budget cuts have also forced a reduction in staffing within the department that currently limits the scope of regional services presently offered. However, the Commission still offers a variety of program assistance including Housing Rehabilitation, First-Time Homebuyer Programs, and other projects such as planning, design, and public infrastructure.
