Innovations in Local Infrastructure Finance

This report identifies potential innovations in finance that could be considered for use by local governments in Champaign County. Innovation in public finance is a necessary step for two reasons. First, current finance approaches are unable to secure the increasing amounts of capital needed to meet the demand for infrastructure. Second, long-term solutions are needed to address the problems that have accumulated because of existing funding gaps. The report was requested by RPC member agencies.

Overview of Impact Fees in Illinois

This report outlines issues regarding impact fees in Illinois. The information contained in the report can be used to build collective knowledge regarding impact fees and provide a basis of understanding for future discussions. This could lead to developing an implementation plan, identifying alternative strategies, or researching local conditions. The report was requested by RPC member agencies and the Champaign County Farm Bureau.

Land Resource Management Plan for Champaign County

CCRPC has been contracted by Champaign County to create a Land Resource Management Plan for unincorporated areas of the county that are not considered part of municipal planning jurisdictions. This 30 month process will create policies that can be applied to future development and zoning.

Stimulus Funding in Champaign County

In early 2009, CCRPC created a list of "shovel ready" projects titled 2009 Project Profiles for Champaign County, Illinois to prepare for federal stimulus funding opportunities.  In April 2010, this report was followed by the Update on 2009 Stimulus Funding for Champaign County, Illinois.

Comprehensive Plan for Piatt County

CCRPC has been contracted by Piatt County to update their 1970 Comprehensive Plan. This 18 month process generally mirrors the LRMP process for Champaign County.

Champaign County Multi-Jurisdictional Hazard Mitigation Plan (HMP)

CCRPC has been contracted by Champaign County to prepare a county-wide hazard mitigation plan that meets Federal Emergency Management Agency requirements. Participating jurisdictions will be eligible to apply for Hazard Mitigation Grant Program funds. The HMP development timeline extends through October 2009.

Champaign County Indicators

The Champaign County Indicators are the fulfillment of an objective created in the 2007 Champaign County Vision entitled our future. Champaign County expressed the desire and need for greater understanding of our community and movement towards achieving our goals. To this end, a set of indicators was proposed that relate to all objectives presented in the vision.

Work is in progress to further develop indicators and surveys that will help collect data that is currently unavailable.
