Housing Rehabilitation Program
The Housing Rehabilitation Loan Program is designed to assist homeowners living in eligible areas of Champaign County by offering a variety of loans for comprehensive home repairs.
About the Program
Champaign County Housing Rehabilitation Loan Program is designed to address:
- threats to health and safety related to electrical, plumbing & heating systems, lead, structural and roofing defects;
- weatherization and energy conservation measures to improve the energy efficiency of the structure; and
- general property improvements including interior and exterior repairs to reduce maintenance and ensure the preservation of the house.
In all instances, loan assistance is based on funding availability. The types of loans available are as follows:
Deferred Payment Loan
A loan provided for Very Low-income households that are not due or payable until the property is sold. Deferred payment loans are forgiven after a term of 15 years.
A loan with an interest rate between three percent to six percent provided to low-income households. Low-interest loans require monthly repayment of principal and interest over the loan period.
Combination Deferred Loan/Low Interest Loan or (50/50 Loan)
Combination loans provide a deferral for 50% of the total repair cost and provide a three percent (3%) installment loan for the remaining 50%. The deferred portion is not due or payable until the property is sold. Deferred Payment Loans are forgiven after a term of 15 years.
All loans are secured to the property by the Mortgage and Note for the amount of improvements. The type of loan an applicant may receive is based on annual household income to family size, and the availability of funding at the time of application.
